Hungary blocks Council conclusions on Ukraine aid package
Hungarian Prime Minister Viktor Orbán blocked Council conclusions endorsing a new €18 billion macro-financial assistance package for Ukraine at Thursday’s General Affairs Council meeting in Brussels.
Two diplomats present in the room said Budapest had demanded additional guarantees regarding the use of frozen Russian assets and the conditionality framework before granting its support.
The remaining twenty-six Member States issued a joint statement reaffirming their commitment to Ukraine. Council officials are now exploring whether the package can proceed via an Article 122 emergency procedure that would circumvent the unanimity requirement.
The European Council President is expected to raise the matter at the next summit on 26-27 June.
